Local Food Bill Tracker Updates

On May 4, the Department of Human Services testified that federal changes to SNAP and Medicaid could cause over 300,000 New Jerseyans to lose food or health support. Bills like A1492 (School Food) and A4799 (Food Prescriptions) are essential. They could be state-level shields because these policies can protect our neighbors from federal cuts by strengthening our local food safety net.
Since the last update in March, several key bills have cleared major hurdles and are moving into the Senate or toward final funding votes. Below is an update on some of the legislation we are tracking!
Regenerative Farming Sector
A1872 – Community Composting Permits: After passing the full Assembly with a perfect 71-0 vote in late March, it was officially received in the Senate on May 4, 2026. It cuts through the red tape that prevents community gardens from managing their own organic waste without expensive DEP permits.
A3108 – Promoting Community Supported Agriculture (CSA): On May 4, 2026, this bill passed the Assembly Agriculture Committee; it is now ready for a full vote on the Assembly floor. This bill requires the state to actively market and promote CSAs, helping farmers connect directly with local neighbors.
A4993 – Farming as a "Beneficial Use": Introduced on May 7, 2026. This new bill would make it illegal for towns to use zoning laws to block farms. It labels farming as an "inherently beneficial use" across the state, which would be a huge win for protecting local food production.Healthy Food for All
A1492 / S1650 – Local Food for Schools: An important milestone was reached on May 4, 2026. The Assembly version (A1492) passed the Agriculture Committee and was sent to the Appropriations Committee. This bill sets aside $4.5 million to help schools buy fresh food directly from New Jersey farmers. Moving to the Appropriations Committee means it is now being reviewed for its final funding approval from the state Assembly.
A4799 – Healthy Food Prescriptions: This bill saw significant movement on May 7, 2026. It was reported out of committee with amendments and is now moving to the Assembly Aging and Human Services Committee. It would require NJ FamilyCare to cover "prescriptions" for healthy food, treating nutrition as a core part of healthcare.
Farm & Food System Worker Advancement
A4754 (Know Your Farmer, Know Your Food): Introduced March 19, 2026. It requires the Departments of Ag and Education to create a joint initiative to specifically increase the procurement of local/regional foods for school meals. It’s a perfect companion to the "Local Food for Schools" grant.
Key Dates & Advocacy Windows
The Legislature is currently holding FY 2027 Budget Hearings, which determines which programs actually get funded.
Tuesday, May 19: The Senate Budget Committee meets with the Department of Education. This is a vital window to track if the Farm to School (A1492) funding is being prioritized.
Wednesday, May 20: The Assembly Budget Committee meets with the Department of Community Affairs, relevant for urban agriculture land-use policies.
And for a bit of Jersey pride… Keep an eye on S4082, which seeks to designate the eggplant as the official State Crop. While not tied to a specific policy pillar, it celebrates the diversity of Jersey Produce!
